X-Men: Evolution

Is this in the time frame of the X-men Evolution series? Or is it framed after everyone is an adult? It seems like the former, but I'm not sure. I've read through most everything I can find, and you can call me stupid if it's posted somewhere is plain black and white.

Also, I'm guessing that the Institute is NOT in Bayville or near it. Is this assumption right or wrong?

The site has its own time frame, but I think it follows most closely the one of the movies.

Kitty, for example, just turned 18 and became an X-man trainee. Ice-man just became a full X-man. The institute is hidden in Salem center.
