Possible Character?

I have a quick question about playing the character of Illyana Rasputin. I know that many boards don't allow her because of the nature of her powers, but would I be allowed to take her? I have a quite specific version of her in my mind, and she's not all-powerful and is actually fairly young. Would this be acceptable? Thanks!!!
