PM stands for Private Message. See the,
If you click on the 0 messages part, it will take you to your PM inbox. It's sorta like emailing, except you can only send messages to members on the forum.
As for how to create a character, everything is explained in the rules. Did you even read them? If so, then tell me what it is you don't understand and I'll try to explain it.
